Again, thanks to all for your responses to my question.
Sounds like most agree that 'President Pilkington' should have PBF.
Apparently the ones I ordered last year are more likely the real PP than
are the ones this year. Who knows, maybe the PBF will develop on the new
ones with time? It'll be interesting to watch them grow and flower.
Judging by the first plants (including the original NOIDS), it is difficult
to imagine them ever developing a fan without PBF. They are among the
strongest PBF's of any I am growing.
By the way, I'm starting to compile a list of the cultivars I'm growing
that show PBF, and will post it here soon. I'm also listing the ones with
purple leaf sheaths in a separate category. Very few names are in both
lists, the two traits are clearly unconnected. It seems the purple sheath
is inherited from I. pumila and perhaps other base-8 chromosome dwarves.
Most with the purple sheaths are DB's or IB's derived from I. pumila. The
PBF seems to come mostly from I. variegata ancestry (?) and seems to be
pretty uncommon in DB's and the IB's that are related to them. I only
have a few clones of true I. pumila, but they all have purple sheaths.
