I have used it. It helps...somewhat. I'm not terribly impressed, but some 
help is better than none.  It doesn't seem to harm the irises. 

As for mulch...I'd be VERY cautious.  I would not let it touch the iris 
foliage or cover the rhizome itself.  And I think a person could expect more slugs, 
snails, etc. when mulching.
