Betty,
Did you work the Preen into the soil at all? Preen will control germination
of grasses and a few weeds, but thistles and most others it won't touch.
This means hand-to-hand combat or post-emergence herbicide.  Based on my bad
experience with trifluralin, the active ingredient in Preen, I think you are
wise to delay further application.
