Sharon,
You should be able to transplant any time now. I usually look for the
beginings of some new (fall?) growth before I do late summer
transplanting. That comes after the first rains that end the summer
drought, usually in Mid August. After then we can also count on an
occasional rain to do some of the watering. I'm also careful not to over
water when transplanting now.
