Yes, I've seen other things blamed on (or credited to) that block too.
Maybe we need an electoral college.  (I had to debate taking the pro-elector
side in debate class and have been looking for chances to ever since.)
For the higher awards, say AMs and up, maybe an iris should have to
win both popular acclaim and score at least as well as others in
regional endorsements.
