It is (I think) a form of a substance called a Crosslinked
Polyacrylamide. One commercial name is Soil Moist. It comes as small dry
crystals, when you add water it swells like crazy. Its typical use is to
help keep moisture in soil at a more uniform level by slowly giving up
its water to the plant.
I wouldn't put it in you septic system. Use it for potted plants.
Reduces the frequency that you have to water things.
