Foliage Attack

Good Morning Irisarians,

While on my morning garden walk this a.m., I discovered that the outside
fans of a mature clump of an unnamed iris had been sliced off about 1/2 inch
above ground in two spots.  Only two outer fans were affected.  It looks
like someone came along with a knife and neatly cut them off.  

Am I right to suspect cutworms as the culprits?  I have seen them in other
areas of the garden lurking just below the ground when weeding or digging,
but have never seen them attack iris before.  If it is cutworms, how can I
deal with them?  I dug into the soil around the affected fans and didn't
find any but that doesn't mean they haven't moved somewhere else!

Any ideas or advice greatly appreciated.
