Most likely, you are correct in this.

I would consider this as unscrupulous at best. However, when I lived
in Kentucky and ordered Irises, all bonus plants were top notch varieties.
Now that I am more into Daylilies, I have found that the extras in that
realm have all been high quality plants too.
