This would be the Handbook for Judges and Show Officials of the American
Iris Society, no? I would think that if this is so, paying attention to the
name of the organization may go a long way toward answering your question.
American is one of those tricky words. In a very broad sense, it would apply
to both north and South American continents, a more restricted sense applies
it to North America only, and, in the strictest sense, it applies only to
the US. The award (from an outsider's point of view) honors a man who did a
lifetime of work with iris, even though he is an Englishman, and not an
American. That the award is only for introductions made in America and
Canada reflects the make-up of the group awarding it, which is as it
probably should be.

It says on page 28 in the Handbook for Judges and Show Officials that the
Dykes Medal honors William Rickatson Dykes (1877-1925), the English botanist
and author of the great monograph The Genus Iris.

It also says that this award is restricted to irises first introduced in the
United States or Canada.

Isn't there a slight paradox in banning English registered irises from an
award supposed to honor an English botanist?
