I posted that just for you, Chuck, since it's the only evidence I've run across that supports what you've been saying. And it dates prior to the 1970s. Breeding material that is available now is a long way from what was available then, especially when it comes to form, bud count etc etc.
I'll let you have the final word on what's > not the best route to gofor breeders in your climate, but from looking at pedigrees, to repeat, it's been a useful route for some farther south.
What we do agree on is that the rebloom genetics for irises that are only reported to rebloom in CA do not seem to be the same as the recessive rebloom genes for rebloomers like IMM, so that combining the two is not a quick route to rebloom of either type.
Choices for breeding will always be a judgement call, depending many factors for both the breeder and the irises.
