The short answer is yes, but I don't know how strictly it is enforced.
There is a category designated "Retired Master Judge" for those who have
served long and well, but are just not able to keep up with it any longer.
These folks can judge shows but do not vote an Awards Ballot.

Yes, the AIS sets a quota for each Region based on its membership.
