It subdivides the zones on the basis of temperature. In Zone 8, the
average lowest winter temperature is 10 F to 20 F. When broken down
further, Zone 8a will have average lowest winter temperatures from 10 F to 15
F, while those temperatures will be 15 F to 20 F in Zone 8b.
The Sunset Zones also combine rainfall and other factors into their
Zoning of the contiguous 48 US states and bordering Canada and Mexico, but I
know of no international equivilant of these ratings.
