The following may add some light:

"AWARDS BASED ON WISLEY TRIALS

The tail bearded, intermediate bearded, and dwarf bearded irises are 
the subject of certain trials conducted at the Wisley gardens of the 
Royal Horticultural Society and, in connection with these trials, are 
eligible for special awards. These gardens cover some 116 acres and 
are one of the sights which no visitor to England should miss. The 
trials of tall bearded irises have been conducted for many years; 
those of the intermediate and dwarf irises were started in 1957.  
Bearded irises are selected for trial at Wisley by the Joint Iris 
Committee, as an additional higher honour may be given a Certificate 
of Preliminary Commendation. Higher than that they cannot go for the 
time being. 
"After being tested at Wisley, and judged there by the JIC, such 
irises can be awarded the following: (a) Commended, (b) Highly 
Commended, (c) Award of Merit, (d) First Class Certificate."

Since this was published the Royal Horticultural Society has changed 
the awards given.  In the Wisley trials ending in 2000 three Awards 
of Garden Merit were issued, two of which went to American 
varieties.  
Incidentally, there is an iris show scheduled at Wisley on May 5 and 
6 this year according to their web page, which is under rhs.org in UK
