I don't think anyone responded to you, so I will give you my
less-than-expert opinion. I would do it early spring (after danger
of frost) or in early fall (which for you would be around October).
I would avoid doing it in the heat of summer, or the dead of winter.
But...like I said...I'm hardly an expert.
