Pat,

I have heard the same advice here.

Our good friend Jeanne Plank had extraordinary results from spurias 
in one area of her garden, and later discovered that a leak in a 
watering pipe had kept the ground moist or wet all the time.

The conventional wisdom of "dry in the summer" is obviously not 
the only way to go, but admittedly the hot dry summer air here 
can keep the upper layer of soil much drier than it would be 
in many places.
