Just speculation on my part, but I would guess that rocky soil might help 
prevent heave in two ways:

1.  As plants send roots down under rocks, the rocks help keep the roots 
well anchored.

2.  Rocks and gravel in the soil should help maintain steadier soil 
temps, which in turn should minimize the thaw/freeze cycles that cause 
heaving.

Sounds reasonable to me, anyway.
