If the holes are really only a half to three quarters of an inch in
diameter they are too small to be vole holes. My guess is some kind of
ground-nesting wasp. Watch the holes and see what comes up. Or run a
broomstraw carefully down a hole, then dig another hole beside it and break
into the marked hole from the side and see what you find.
