The rules for how to introduce and register an iris state:
"An introduction is an offering for sale to the public. Catalogs, printed
lists, and advertisements in the Bulletin of the American Iris Society are
acceptable means of introduction."

I have a catalog in hand (the Syllmar Gardens catalog for 1953) that lists
JANE PHILLIPS (Graves, 1950) with an enticing description and a price of
$8.00 per rhizome. There are undoubtedly many other catalogs of the period
that also similarly list JP, so we may assume that it was introduced in or
about 1950, even though that fact is not listed in any printed AIS
Checklist. 

You correctly note above that JP was awarded an HM and and AM by the AIS in
the early 1950's. The current rules for registration and introduction
state:
"It (introduction) is a requisite for awards of the Society above that of
High Commendation. A variety is not eligible for these awards until after
it has been recorded with the Registrar-Recorder."

I do not believe that the situation was materially different 50 years ago.
The very fact that JP received an HM and AM is proof that someone in
authority at the AIS recognized that it had been introduced.

Therefore, burden yourself no further with Hamlet-like indecision - JP goes
on the same table with other introduced TBs in the Horticultural Division
of the Show, including the many others like her that were registered in the
late 1940's and undoubtedly introduced but never recorded as such in any
Checklist.
Well, should we place her in the regular TB Section or in the Historic
Section? Relax, that's not your decision, it's up to the exhibitor.

Don't blame everything on the '49 Checklist. A major part of the problem
(as with JP) is that the 1959 Checklist, unlike previous and subsequent
Checklists, does not record the introduction of any cultivars during the
period it covers (i.e., the 1950's) that were registered prior to that
period.
