I think you may be confusing the requirement for AIS awards, which is
being introduced first in the good ol' USofA, with the basic
introduction requirement. 

I can't believe that introduction in the US could have been a
requirement at any time since the AIS became the registering body for
all rhizomatous iris. Before that, maybe.
