Gerry,
Hasn't the AIS "always" been the registering body for rhizomatous irises?
Proportionally speaking, there were more non-US hybridized irises listed in
the 1939 AIS Checklist than in any subsequent edition.
And contrary to your assumption, the AIS in its early days bestowed awards
on what were clearly foreign introduced cultivars (e.g., JEAN CAYEUX,
French Dykes Medal-1931, but AIS Award of Merit-1936), while in recent
years it has not granted such awards to foreign hybridized irises unless
they were first introduced in the U.S. of A.
