Wellingtons as a term for boots derives from the Duke of Wellington. Some 
sources say it refers to a tall boot whose front is higher to cover the knee, 
but I have also heard it applied to a gentleman's shorter, looser, boot, 
about mid-calf height, which the Duke was said to favor for times of 
relaxation.  

Another good source of rubber boots, if one is near water, is marine supply 
stores, otherwise known as ships' chandlers.
