CAT: import permits?

A few months ago, somebody posted something about a change in
requirements for an import permit for purchases of irises overseas. I
couldn't find the post in the Mallorn archives, so went hunting on the
web with Google. After quite a bit of rummaging around, I found a USDA
FAQ pdf download that says:

"Bulbs and other underground parts (...rhizomes....) of the genera
listed below do not require a formal permit for entry...." The list
includes Iris.

Near as I can decipher from all the USDA FAQs regarding PPQ (plant
protection and quarantine), import restrictions have not changed
recently but are now being enforced.

Rules are different for seeds. I don't know if the exemption for
"bulbs" includes seeds of "bulbs" (i.e., iris seeds).

Speaking of seeds, I haven't forgotten to mail the I. brevicaulis seeds
to those who asked for them, just haven't done it yet.
