CAT: what about importing

Hey'all,
   
  There's a flat... that I think is Russian bred,  and there's another something on my wish list that may be French, that I don't believe to be availiable in the US.  
   
  What are the steps a teeny weeny breeder like me would take to get the ball rolling to import something?
   
  Could I just assume that any Russian breeder listed in the checklist would at the very least have access to someone who could translate a letter?  Or would I have to have a buddy overseas already?
