Germination of Iris foetidissima

Greetings,
I have been lurking on this list for about a month. It never was my
intention to become addicted. Presently, I am infatuated with the
species iris. This is fortunate since I grow all my plants from seed.
I have a bumper crop of Iris chrysographes started. I followed Deno's
lead and gave it 3 months of cool stratification at 40F followed by
germination at 70F. Here's my problem: I attempted to do the same with
I. foetidissima. Three months stratified at 40F followed by 3 weeks at
70F. Nothing happened. I have now returned the seeds to 40F. Is this
the correct procedure? Would one of the experts tell me what %
germination is normal for this species?
Another question - Can I join SIGNA without becoming a member of the
American Iris society?
