Hearsay:

The old-style falls -- floppy, narrow and
hanging straight down -- were described
as "dog ears".  =


Flowers with that form came to be called
"dogs" and eventually the usage degenerated
to apply to any less-than-desirable flower.

IMO, the term should have gone out of style
years ago.
