On the hypothesis that the presence, if not the intensity, of pbf is
inherited as a simple Mendelian dominant trait it is highly unlikely that
you would get no pbf seedlings from a cross of two pbf parents, especially
if there were more than a few seedlings from the cross. On the assumption
that each parent had only one pbf allele and three non-pbf alleles (which
is probably true in most cases, as the pbf allele as such seems to be
rather rare), you would expect 3/4 of the seedlings from two pbf parents to
themselves show pbf.
