FWIW or not, it is now illegal to send spam, also known as Unsolicited
Commercial E-mail (UCE), to recipients in U.S. states and foreign
nations where statutes have been enacted to prohibit such messages. Here
in the State of Washington the penalty for each UCE is $500 or the
actual costs of abating the UCE, whichever is greater. Unfortunately, it
can be very difficult to locate or prosecute the spammer, but there are
some success stories. For more information, see what other netizens are
doing at such Web sites as:
Attorney General of Washington, Consumer Protection Division, Junk
E-mail.
"A violation of Washington's unsolicited commercial e-mail law
constitutes a violation of the Consumer Protection Act. Washington's
e-mail law provides that the recipient of an e-mail sent in violation of
the law is entitled to receive $500 or actual damages. Accordingly, you
may file a lawsuit in Washington State Superior Court to recover
damages. You may also file a case in any Washington State Small Claims
Court if the spammer resides in Washington, or in Washington State
District Court if the spammer resides outside the state."
"Also, under Washington's Consumer Protection Act, you may file a
consumer protection lawsuit in Superior Court and may be entitled to
attorney's fees and an order prohibiting the sender from engaging in
future unlawful activities. Claims for an amount up to $4,000 can also
be brought in Small Claims Court if the spammer resides in Washington.
However, if you decide to take private action under the Consumer
Protection Act, we strongly advise you to first consult with a private
attorney."

"CAUCE, The Coalition Against Unsolicited Commercial Email is an ad hoc,
all volunteer organization, created by Netizens to advocate for a
legislative solution to the problem of UCE (a/k/a "spam")."

SpamCon Foundation
"Mission: Unsolicited email ("spam") forces unwanted and objectionable
materials into our mailboxes, impairs our ability to communicate freely,
and costs Internet users billions of dollars annually."
"The SpamCon Foundation protects email as a viable communication and
commerce medium by supporting measures to reduce the amount of
unsolicited email that crosses private networks, while ensuring that
valid email reaches its destination."

It may very well be that the spammers are liable for some very
substantial monetary damages to Iris-Talk, the subscribers of Iris-Talk,
and/or John Jones. The penalty here in Washington for spamming an ISP
(Internet Service Provider) is $1,000 per UCE. That kind of money can
pay for a lot of Iris and a lot of Iris Talk <grin>.
The above anti-spam Web sites offer links to a number of discussion
forums where such anti-spam efforts are On-Topic, rather than Off-Topic
as they are in Iris-Talk.
Bon chance,
