Kali, there's no reason to cut back foliage of in-place TBs unless they
have a disease like leaf spot. When you lift them to move them, I think
it's a good idea to top the fans at least a third, because you're bound to
lose roots in the digging, and the remaining roots will have a hard time
transferring enough water to support the total old foliage.
Someone one told me that's an old wives tale, but I don't think so. The
best irises I've ever seen were grown by old wives. :-)
