I would have to say it depends on your soil. Soil amended with compost
or humus should hold the moisture longer than worn out soil. Also a
mulch can be beneficial as long as it is a few inches away from the
rhizomes. Surely one can afford to give one deep watering at least once
a month during these conditions?
Another thought would be to dig them all out during a drought and
solarize your bed. Ideal situation! Replant in the fall.
