Not in this case, because the envelope was addressed using laser-printed
labels for both mailing and return address.  The correct address and zip
code were also used, and the mailing address had existed as that address
for at least 25 years.

Your guess is as good as mine for the explanation in this case.  I also
had another letter take more than three years to reach me, but the post
office explained that delay - the letter was among those held as evidence
in a case of mail theft!
