The following info is from the Sunset Western Garden Book:
Aristea ecklonii (Iridaceae) perennial for full sun to part shade; requires
moderate water
Swordlike evergreen leaves form 2ft. clumps, above which rise winged,
flattened 21/2 ft branching flower stalks that bear bright blue
six-petalled flowers less than an inch wide. Individual flowers are
short-lived, but new ones appear over a long season. Remove spent flower
stems to prevent aggressive self-sowing.
