If you planted bearded irises, your problem is probably insufficent
chilling. We have that problem here in Adelaide. People living right near
the beach, have their irises flowering only every few years, usually after a
colder winter. But a few miles inland and no problem. Does your Dad live a
bit further from the coast?
Make sure your bearded irises are in full sun, no mulch over the rhizome,
and as exposed as possible in winter, to get chilled. They chill better in
pots..
The older irises may do better, as may blues purples, yellows and whites. In
my experience oranges and pinks tend to need a bit more chilling than other
colours. If your soil is alkaline, you may have better luck with Spurias and
some arils. If it is acid Lousiannas may be your best bet, if you have a
damp spot.

Sounds like you could be zone 9
