It makes little difference as long as they have finished bloom (not 
conventional wisdom but my experience). While the rhizome itself does store 
neutrients, the plant will still have to establish new roots after moving. A 
few more weeks will not change this event. The rhizome, as a plant part, is 
most comparable in function to a plant stem or tree trunk designed to grow 
along the ground rather than upright.

If I were moving my iris, I would leave them on (seeds are important to me). 
If for some reason I did not want them, I believe it best to cut the stalk no 
lower than the height to which I trim the foliage. Some cut the stalk flush, 
or slightly above, the rhizome (conventional wisdom). When stalks are cut it 
violates the integrety of the plants natural defenses from 
insects/viruses/bacteria. The further this can be done from the rhizome the 
higher the probability the plant can close off the wound naturally prior to 
being attacked by outside forces (logic).
