You can't unless you wait for the pod to mature or wish to destroy immature 
seeds by opening the pod. Even the so called "balloon pods" may sometimes 
contain 1 or 2 seeds.

Other than satisfaction of curiosity I see no reason to attempt determining 
whether a pod is empty or not until it has matured. The outcome is exactly 
the same either way.
