I imagine that the convention of using the pod parent to identify is 
just carry over from other things people breed.  In horses for 
example, they identify the foal by its mother. ex. the '99 Departing 
Locks colt, or the '98 Supreme Splendor filly,  This is BECAUSE that 
mare will only have one foal per year while the stallion may have 
quite a few and it may be quite a while before the foal is registered 
and gets a name of its own. (that part at least seems to be the same 
in irises)  So anyway, I suspect they use the pod parent/mother 
convention, because that is what they were used to, after all people 
have probably been breeding horses longer than they have been 
breeding iris.
