DON'T!  Just remove any dead foliage, and allow the fans to feed their
energy back into the rhizomes and increases.  The rhizome with a bloomstalk
generally will not bloom again next year, however until it dies completely
it will continue to feed the growth of the increases that appear on the
sides of the mother rhizome.  Eventually (maybe a year later) you can crack
out the old shriveled and dried mother rhizome, or consider separating and
replanting the whole clump.

You didn't tell us where you live.  Sometimes, the best garden culture
depends on your local climate zone.
