As sure as I am of my own name. My grandfather and my father manufactured bleach in the same concentration as the old Clorox. I spent my teen-age years helping my Dad sell the product from door-to-door. The concentration then, and up until the marketing of the "Ultra," has always been the 5.25%.
There are other bleaches on the market labeled as "Ultra" that (I think) maintained the same 5.25% level - BUT - have added Sodium Hydroxide (common household lye) as an extra oxidizer. The label on the new "Ultra" Clorox reads as follows:
Sodium Hypochlorite 6.00 %
Other Ingredients 94.00 %
Total 100.00 %
Contains no Phosphorus
