This is my understanding of how it works. (bacteria splashing the spores up 
on the foliage) I covered my beds with landscape fabric when I first planted in 
1998 & 1999. Many cuts and tears have rendered the fabric ineffective in 
places. Mother Nature has provided me with 2 mature pine trees. Each year, they 
provide a thin layer, naturally, on all my beds.  I collect the rest of the pine 
needles and ring the beds with them. Mother Nature has also provided us with 
an abundance of rain this spring. I have no leaf spot. (Well, two plants out 
on a corner where I don't have either the fabric or the pine needles.)
