If they are healthy and look good, they should have a good
chance next year. At least that is what happens here. We had
poor to middle Siberian bloom last year (less rain in the spring
in '02) and this year the Sibs. bloomed well (much more rain
this year). The bearded bloomed well both years. I have no clue
re bearded bloom - the whys and why nots. I think some bearded
cultivars might require more water than we have been led to
believe. Of course, some just rot. :-(

There are lemons of every stripe. I think Patrick in Arizona
said that he found some clones are simply more vigorous than
others - even of the same cultivar.

The Japanese irises tend to increase slower than Siberians
around here, too. One bloomstalk increase seems too little even
for us. They require even more sun than Siberians to do well.

sunnier spot to see if they will bloom better. <<<
The key word is 'intact'. Lift them with as much soil from the
old spot as you can spare and don't divide unless you actually
hear an indict coming from the sky. The more sun the better in
the north for bearded classes, Sibs, Japanese, Spurias and
Arilbreds.
