My understanding is that, depending on the variety (i.e. eastern
liliacs), they need a certain amount of cold as well in order to bloom
well. Eastern cvs do not do well in warmer climes and the French cvs
that do, don't have the scent of the easterns. The caveat is that I am
not up to speed on newer cvs.
