Ottawa is in Canada, east of central.  Last winter was most definitely the =

mildest winter I've seen in the last 10 years here.  I think we hit -20C for=
 =
only a couple days.  We normally have snow cover until mid-April and the =
ground does not thaw until early May.

I typically give a plant three years, unless there has been very unusual =
weather like last year.  I will be giving last year's plantings an extra =
year of evaluation.  There are some varieties, e.g., Copper Classic, that =
look perfectly healthy but simply refuse to bloom here.

yes maybe its that perticular hybrid or plant that needs some time to
get used
to our climat here.
