Typing this with one hand - surgery. So excuse mistakes.
The problem you described is quite common, although I can't offer you a
reason. I have had plants that would bloom fine one year and then "rest".
If they rest 2-3 years, I dig, divide and move to a new spot for another 2
years. If they continue to "rest", I compost them. I grow 600+ varities and
have found that few bloom every year without fail - although their hybridizer
would tell you they will. But
I suspect "warm weather" cultuvars "rest" in cold climates and vis versa.

p.s. You're lucky this was a good bloom season. It was a "bummer" here -
