I know of none specifically myself, that bloom only every other year.

A number of factors will influence floriferousness -- weather, amount of =
sun, soil and the variety of iris.  Frosts at the time when the bloom stalk =

is being set in the rhizome with either inhibiit or warp stalks and/or =
blooms.  Insufficient sun and poor soil will not provide sufficient =
nutrients for the bloom stalk germ plasm to set in the rhizome. =
 Floriferousness varies with each cultivar -- ideally 25% to 75% of the =
rhizomes should bloom in any one year.

 I don't know what your spring was like in Santa Fe but here in Lubbock
we had a late freeze that froze out a lot of our bloom before we even
saw a hint of a bloom stalk.  Out of @ 900 cultivars I ended up with
60% bloom.  There were quite a few that had frozen bloom stalks that you
could see but many more that were frozed before they got far enough
along to see.  Maybe this is the answer to part of your problem.  As
Kathy said it is natural and desirable for some of the fans to not
bloom.  In fact if they did we would all be in trouble.  Hope this
