	I do not think any RVP is obligated to send free rhizomes from
their garden to any new member.  The membership chairman of a given region
should send a welcoming letter to new members, but not a package of
rhizomes.  Think of what would be involved if, say 25 members joined after
seeing a show and freebies were offered.  This could easily get out of
hand and a garden depleted.
