Around here we usually attribute short stalks to spring freezes, but that
explanation probably wouldn't work under your conditions. Lack of water
during the critical period for stalk development seems possible. It also
seems that some cultivars tend to overdo their thing one year, putting up
so much bloom that they exhaust themselves and are hardly capable of doing
anything the next year.
