I would say weather more than anything else.  We normally experience shorter
stalks and lower bud counts with an early hot spell or a late cold snap.
Also, some cultivars seem to be more sensitive to abnormal weather than
others.  Too much nitrogen will also lead to shorter stalks and fewer buds
and even stunted blooms -- I have seen a TB with an MTB-like bloom.
