One of the problems with using capped PVC is that while the outside diameter
of the pipe is very accurately controlled during the manufacturing process,
the same is not true for the caps. Consequently, they very often do not fit
tightly in a standard size hole drilled in the wood block base. ( all the
holes have to accomodate the largest size cap).
A better solution is to plug the end of the pipe inside with a sealant (like
silicon rubber) then drill the hloes in the base to the outside diameter of
the pipe - much better fit.
