I have used it fresh as a thick mulch (piled up to a foot deep)
surrounding iris rows, where iris rows are maybe 2 ft wide and the
manure 'bed' is a bit more than that.  Sometimes less.  Ok, so the beds
are all different widths and spacings.  I have used both fresh poop
individually scooped out of the driveway and urine soaked sawdust
bedding.  Irises seem to love it - BUT (!!) it rains a lot here, off and
on, which probably leaches out any potential excess nitrogen AND the
soil is deep gravelly loam, so drainage is never a problem.  It quickly
rots down to a nice soft 3 or 4 inch organic cushion underfoot and
knees.  

Just to be contrary, as an experiment, I put some of this fresh poop
right over the rhizomes of some irises a couple of years back.  They
didn't thrive.  Not something I recommend <g>.  I do NOT recommend using
fresh manure unless you already have killed off all the cultivars that
are susceptible to our normal weather conditions.  So those of you who
garden in parts of the world where you can easily keep most cultivars
alive probably oughtta be real careful with the use of horse poop, fresh
or otherwise.
