No.  "Bloomout" is when it DOES bloom but does NOT put up increase.

The main problem I have with TBs is that they DON'T die, increase, or bloom
-- but merely survive by elongation.   The "mother rhizome" that did not
bloom just puts out a single new fan at the back instead of the usual
"daughter rhizomes" along the sides.  When you finally dig such a cultivar,
you can count the years it has gone without blooming by counting the
unbloomed rhizomes like beads on a string.
