It's not just the shy folks. I have found that a general call for
volunteers nets very few people. However, a few targeted phone calls (the
personal touch) generates much more activity.
We had one convenor of a horticultural show who called everyone on the
memberships list to encourage them to bring something to exhibit. It was
probably a record number of exhibitors when normally only half a dozen
exhibit.
I am not sure why, but people respond more to personal invitations. I know
that I am guilty several times over.
